According to Rare Disorders NZ (here) there is no official definition of what a rare disorder or disease is.  While these diseases/disorders are uncommon it a guideline is that it will affect up to 6% of the whole population.

In some countries it is diseases impacting fewer than 1 in 1500 (USA) or 1 in 2500 in other countries. Some define this as a disease that is statistically uncommon which also means that it may not be something a first responder or EMT may not immediately recognise in an emergency. 

If you or a family member fallS into this category of a rare disease or disorder, for example, something that has taken some to to diagnose, having this information immediately available to any first responder can help the triage process and enable people to help you quickly in an emergency.
